Detailed biographies of Urban’s new vice presidents can be found below:

Oscar Bustos, PE 

Oscar Bustos has more than 19 years of experience in project and construction management. A native of Colombia, his dreams of an engineering career brought him to New York City, and they continue to drive him today. Urban has been a vehicle for the continued expansion of his career in the industry. Mr. Bustos is a registered Professional Engineer and his experience includes a large variety of diverse design and construction inspection projects encompassing buildings and facilities, street reconstruction, waterfront construction, parks recreation facilities, and resiliency design projects. His recent clients include the United States Merchant Marine Academy, the New York City Department of Parks and Recreation, ConnDOT, the New York City Economic Development Corporation and the New York City Departments of Transportation and Design and Construction. A graduate of Pontifical Javeriana University, Mr. Bustos is experienced working on multidisciplinary projects including MEP, civil, structural, and architectural projects. He currently serves as the secretary of the American Society of Highway Engineers (ASHE) New York Metro Chapter and on the board of directors of the Construction Management Association of America’s (CMAA) New York-New Jersey chapter.

Gustavo Dores, PE 

Gus Dores has more than 40 years of experience – 35 of which were at Urban – and a broad background in various aspects of roadway design. His duties for roadway design have included schematic, preliminary, and final design of roadway rehabilitation/resurfacing and highways on new alignment projects. Mr. Dores has also been involved in the civil portion of numerous airport facility related and site development projects. He has also performed a variety of bridge inspection assignments throughout his career. His duties on bridge inspections have included inspection team leadership, inspection of various bridge components, and report preparation. A licensed Professional Engineer in four states, Mr. Dores is a graduate of the New Jersey Institute of Technology, where he earned a degree in civil engineering.

Jay Etzel, PE 

Jay Etzel has more than 20 years of experience and specializes in the layout, design, and operation of traffic signal equipment. He has designed closed loop signal systems using various communications methods; performed and supervised traffic data collection; conducted accident and capacity analyses; and provided signal design layout for both public and private clients. Mr. Etzel is a skilled user of simulation and design software. He is also experienced in with the design, evaluation, and operation of ITS elements, including highway advisory radio, closed circuit television systems, over height detection systems, and variable message signs. A graduate of Drexel University, Mr. Etzel is a licensed Professional Engineer in four states.

Glenn Farley

Glenn Farley has more than 20 years of experience at Urban Engineers building and managing all aspects of the firm’s technological needs. Mr. Farley has been a leader in developing and improving an infrastructure that supports Urban’s fast growing mobile workforce. He is also responsible for assisting with every aspect of the day-to-day operations of the IT department. Throughout his time at the firm, Mr. Farley has helped create and manage a talented and collaborative IT team. Urban continues to benefit from his strategic approach to resolve complex critical technical issues quickly. Mr. Farley will continue to provide excellent service to both Urban employees and Urban clients with his new position.

Steven Locke, PE 

Steven Locke has more than 30 years of experience and an extensive background in all aspects of highway design and project management. His expertise includes the preparation of construction plans, specifications, and engineer’s estimates. Mr. Locke has served as the project manager for Local Aid, District IV for the New Jersey Department of Transportation, where he was responsible for all design aspects for federal aid bridge replacement and local highway improvement projects. A graduate of the University of Delaware – where he earned a degree in civil engineering – Mr. Locke is a licensed Professional Engineer in New Jersey.

Lou Marraffino

Lou Marraffino has almost 25 years of extensive experience in bridge and highway construction. His career at Urban began as home office support in the construction services practice working with several clients including the City of Philadelphia, Center City District, and the Philadelphia Industrial Development Corporation. His career has grown tremendously with the firm, as he completed several complex projects with the Pennsylvania Turnpike Commission and the Delaware Joint Toll Bridge Commission. Today, Mr. Marraffino serves as a transportation construction manager, overseeing construction inspection, project documentation, while coordinating with participating agencies on some of the largest construction projects in PennDOT. His ability to effectively manage staff has certainly been crucial in Mr. Marraffino’s work on signature projects like the reconstruction of the Cottman Princeton Interchange on I-95. Having been working on the project since 2012, he believes that some elements of the project will never be duplicated in this region. A graduate of Penn State University – where he earned a bachelor’s in structural design and construction engineering technology – Mr. Marraffino is NICET-certified in Highway Construction, ACI-certified in concrete field testing, NECEPT-certified in bituminous pavement, and PennDOT Concrete Field Testing Technician-certified.

Kenneth McFadden, PE

Kenneth McFadden has more than 25 years of experience working on projects for many state departments of transportation, including Pennsylvania, Delaware, Connecticut, New Jersey, and New York. He has been responsible for managing, designing, and obtaining permitting for a wide variety of projects through preliminary engineering, final design, and construction consultation. He has also provided schedule oversight, task coordination, and budget control for multiple sub-consultants on several projects. A graduate of Drexel University, Mr. McFadden is a licensed Professional Engineer in four states. His signature project is U.S. Route 202, Parkway Section 721, for which he spent several years working as a designer, before becoming a project manager. The roadway opened in 2012, after nearly 40 years in the making.

Robert McMullen 

Robert McMullen serves as the accounting manager at Urban. He has been with the firm for 20 years and has been a leader in the firm’s accounting group. He is responsible for assisting with everyday aspects of the department’s day-to-day operations. Mr. McMullen has a degree in finance from Rowan University.

Diane Purdy, PE 

Diane. Purdy is proud to be a representative Urban’s central Pennsylvania operation. As office manager, she is responsible for the viability and success of the firm’s State College office. She has served as a senior project manager and bridge engineer at Urban and has more than 30 years of experience. She will provide leadership to and work directly with general managers in all areas of project management, business development, training, mentoring, and other tasks necessary for the growth of the firm in the region.

A Professional Engineer registered in Pennsylvania, New Jersey, and Virginia, she earned her bachelor’s degree in structural design and construction engineering from Pennsylvania State University. A Harrisburg-area native, she is happy to call State College home today. Her professional experience includes managing and designing transportation projects, bridges, transit facilities, and building structures. Ms. Purdy has expertise in advancing projects from preliminary to final design and preparing contract documents. Additionally, her previous responsibilities have included client development, strategic teaming, and staff development.

Dale Russell, PE

Dale Russell leads Urban’s aviation efforts throughout the greater northeast. With almost 30 years of national experience, Mr. Russell has a strong focus coordinating airside projects, managing and facilitating communication between airports, their tenants and users, the FAA, and the project design teams. He oversees Urban’s on-call engineering services contract and new terminal design project at Trenton-Mercer Airport, as well as the ongoing Design/Build ConRAC projects at Newark Liberty International and Bradley International Airport in Connecticut. These projects challenge him on a daily basis to successfully identify unique solutions to each challenge that is presented. Mr. Russell graduated with a Bachelor of Science in civil engineering from Queen’s University at Kingston in Ontario, Canada. He is a licensed Professional Engineer in ten states/provinces, including major northeastern states such as Pennsylvania, Texas, New Jersey, Connecticut, and Rhode Island.

W. Wayne Skiles

W. Wayne Skiles has almost 30 years of extensive construction support experience. He has construction inspection expertise on many projects for state and local authorities, including the Pennsylvania Department of Transportation. Mr. Skiles experience includes monitoring bituminous paving, concrete removal and placement, maintenance and protection of traffic, intersection widening, installation of traffic lights, roadway realignment, and shoulder construction. He has also served as a contractor supervisor responsible for monitoring milling, bituminous paving, concrete and granite curbing, concrete roadway widening, sidewalk, curb cut ramps, and adding turn lanes and concrete islands. Mr. Skiles project work includes major thoroughfares like I-76, I-95, and the roadway rehabilitation around 30th Street Station in Philadelphia.

Robert Tuttle, PE

Robert Tuttle serves at the office manager of Urban’s Warrendale location. A graduate of Drexel University, where he earned his degree in civil engineering and architectural engineering, Mr. Tuttle is a registered Professional Engineer in Pennsylvania. Mr. Tuttle provides project and construction management for a variety of rail and transit projects, including new, expanded, and renovated rail maintenance shops; track replacement; track installation; and employee welfare and storage facilities.  As an experienced project manager, he has concurrently completed work managing the construction of a 44,000-square-foot locomotive maintenance building while also managing construction of a 12,000-square-foot welfare and material storage facility. His ability to communicate and resolve project issues before they arise has positioned him as a trusted leader among the various contractors, designers, and clients.

Jennifer Waters, PE

Jennifer Waters serves as the deputy practice leader of environmental services and is office manager of Urban’s Philadelphia headquarters. She has more than 18 years of diverse experience and is an expert environmental engineer. Ms. Waters is a registered Professional Engineer in six states, including Pennsylvania, New York, New Jersey, Maryland, Delaware and Texas. She has played a key environmental role in a variety of infrastructure projects throughout the country, including several high-speed rail line developments in northern Texas and Oklahoma; the Pennsylvania Turnpike Commission Northeast Extension widening; the Trenton-Mercer Airport expansion; commercial dredging along the east coast; numerous PennDOT intersection improvements; and the Smart City Technology study in New York City. She earned her bachelor’s degree in environmental systems engineering from Penn State and her master’s in engineering management from Drexel University.

Ms. Waters is an advocate for women in STEM fields. She is currently a board member of the Society of Women Environmental Professionals’ Philadelphia Chapter. Ms. Waters is also co-chair of Urban’s Women’s Professional Network, an organization whose mission is “to provide professional guidance to all women within Urban through mentoring and networking.”
