The Newark Liberty International Airport faced a significant challenge when it came to constructing a public garage and rental car facility with more than 6,000 vehicle spaces. The site was complex, with buried utility lines from multiple owners/agencies, including the Port Authority of New York & New Jersey, the Transportation Security Administration, the Federal Aviation Administration, and tenant-owned electrical and communication lines. The redevelopment project required a complete overhaul of the site, including the development of a new circulation roadway network, parking garage access points, employee parking, fuel delivery, and trash compactor facilities, all working in and around the existing elevated air train tracks.

Urban was selected as the site/civil and utility engineer-of-record on this design-build project, and the firm’s team of experts developed building and site-integrated 3D models for the facility. This included improvements to existing utilities and the design of roadway and parking geometry, grading, drainage, traffic control signage, and utilities. The firm also handled the construction administration for its design tasks.

Additionally, Urban developed project erosion and sedimentation controls and advanced enabling projects to maintain existing rental car and taxicab operations during the construction period. The team also worked closely with EWR's Terminal A Redevelopment team to ensure compliance with overall program environmental goals.

Utility relocations were a critical component of the redevelopment, and Urban utilized a robust BIM model to minimize conflicts and ensure all facilities required to maintain in-service were accommodated. This BIM model formed the basis of the new facility design for civil utilities/infrastructure development. Overall, Urban's expertise helped to address the challenges of the project and ensure a successful outcome for Newark Liberty International Airport.
